MessageFrom: Kuebeck, Peter Sent: Monday, January 05, 2004 11:01 AM Subject: Windfarm Bob, Summary OG&E has curtailed Windfarm when conditions have warranted, the limiting factor being the 65 MVA rating on WFEC Moorland interconnect. The curtailments of the output have ranged from 2 to 10 MW. Reliable operations is dependent on low load conditions and high wind. These curtailments are coincident with low levels of system load, typically at off peak hours and weekends. Our discussion of the constraints encountered thus far with the Woodward Oklahoma Windfarm have provided a basis for offering a temporary operating procedure to avoid curtailments due to the 69 kV WFEC Moorland interconnection. Temporary Operating Procedure What we propose to improve the situation, temporarily, is to change the arrangement of the ring bus at the OG&E Windfarm station. We propose to "open" breaker 181, so that a fault on the Windfarm-Moorland line will isolate the Windfarm Generation units from load. Ideally, we would open breaker 181 when the loading post contingency rating exceeded 95% and the close the breaker when the output of the unit caused the contingency to be less than 90%. Acceptance of Operating Procedure We need for you and your engineering folks to analyze this temporary procedure. A prudent review would include the risk to the generators and contract impacts, due to improvement of our operations changes.
