Please review the provided link - a critical issue raised by this report is the necessity of going through level 5 until we have NNL assigned relief. Basically, CSWS impacts this flowgate, too. We don't ever.. Redispatch around this problem for them. They are causing it too, and we always need to go through level 5 to redispatch them. Please don't go moving the OG&E units around until we get the NNL relief assigned from SPP.
