If any one of the meters are negative, that would be your commercial load. WR is not providing load for this plant. I don't believe we can look at the net of both meters for determining the load following schedule from OKGE to WR. All positive amounts can be added together to determine the dynamic schedule. You had previously stated that the commercial status of a unit would be based on each meter point, so this would require looking at each meter separately not the entire plant. Issue on #2: Note #1 above. The negative metering will need to be your load, so you can't take the entire plant out of your AGC only positive metering. Since the plant is still in your control area, I just wanted to make sure the dynamic schedule will be POR=OKGE and POD=WR with SRC=Redbud from WR view point. OK for #3 and #4. One weeks notice is no problem. Please advise if I am understanding correctly or not. Metering: 1) Have you been able to get the accumulators and analog information to our EMS group yet? 2) I had mentioned the possible use of the Creswell or Wichita substation RTU's to transmit the metering information versus ICCP. My field staff said it would require you having an analog set point on your RTU that we can pick up and send through our RTU. Do you have that ability at either of these substations? Metering points are the limitation of dynamic scheduling. We will dynamically schedule the output of all metered power, not portions. 2. After some research with our EMS, we will use tie-lines to move the Redbud facility out of our load control area. This method retains our system load accuracy.. And will result in the most accurate following of Redbud output. 3. We are working on the MW and MWH data. We will need at least a week notice as the units become commercial to reverse this EMS modification. 4. We will post this operational arrangement on OASIS. CHECKOUT: 1) WR CA (TCO) will checkout Scheduled Interchange periodically during the month and at month end as we do with Metered Interchange. FUTURE OPTION: John Olsen at WR Genco, would like the option to schedule from the Redbud buss in the future. I have explained the concerns and error potential. He has agreed to work through the issues with you when he wishes to pursue this type scheduling which will most likely will be when Redbud is a control area of their own. We have several issues to look over prior to the next discussion, maybe early next week. The issues we need to identify are; how to adequately provide for ancillary services 3, 4, 5 and 6. It seems to us some regulation, frequency control, and reserves are still required for the generator operation. If we move the unit via psuedo tie lines out of the host control area, things are okay - the during the test period those ancillaries can be supplied by westar. The second issue is measuring those ancillary services, so that whoever does provide them, can charge the proper amount. We don't believe that the generator can run without acquiring them.  The third concern is the time needed by our control area to adapt the required acounting, interchange, telemetering and other databases necessary for the change. The forth issue we identified is the necessity of keeping metering as the "common denominator" for declaring the units commercial. The fifth issue is the time necessary to reverse these EMS changes and also developing some procedures for checking out and what to do if checkouts come up short. We recommend that you consider the Midwest ISO dynamic scheduling white paper, we believe it addresses some additional concerns that we have with regard to the bandwidth of dynamic scheduling - it also shows some ACE modifications to represent dynamic scheduling for generators.
