We appear to be in such a period, with the outage of generation in the west side of OKC. At these seasonal load levels from 3000 to 4000 MW, we have substantial loading of certain lines in NW Oklahoma City, which will require a shift from economic dispatch to relieve loading on some 138 kV lines. The generation shift factors are included in the table below - counter flows are (negative) and flows are positive. The units that will be redispatched to reduce flows are the highest positive impacts - namely Sooner 2. HSL and Tinker provide the best counter flow per MW of on-line generation. Off system, McClain provides the highest impact counter flow. I recommend that you move at your best pace, to get Mustang or Dayton on-line. With Sooner having a 4.9% impact, it will require a lot of MW redispatch to operate reliabily. A hundred MW at Smith or Mustang is worth 300-400 at Sooner for line loading purposes.
